Friends and family of Louie established this scholarship to honor his memory and legacy. Louie was a CJA major at Mansfield University, where he also played football. According to Louie’s family, he always wanted to be a police officer. On June 9, 1995 Louie stopped at a grocery store on his way home in Modesto California. While off duty, Louie intercepted a robbery in progress while at the store, which ultimately resulted in Louie being shot and later succombing to his wounds. At the time of his death, Louie served on the Glendora Police Department. This endowment provides financial assistance to students pursuing a degree in Criminal Justice at Mansfield University.
